Before you do anything else check the torque on all of the bolts on the front of the engine. I had the same thing happen on my 17' Bobber and found three on the timing cover on the left side to be loose. Tightened them to spec and no more oil drip.

You need to download the Service and Engine manuals for the V9. You can find them on the Downloads tab here. All of the detailed information you need for servicing the bike and engine/transmission are in them. There is no way to make the OEM shocks better by adjustment. They need to be replaced...
Oh yea, Have your guy that will be looking at the bike have the owner pull a valve cover and take a few pics. Post them up and it will be easy to tell what they are.
If it is indeed a 2012 it most likely will have flat tappets. The factory change over was in late 2012 and there were some 12's that got rollers but very few. Here in the US I think that the Green was on the 2013 bikes and were factory rollered. The 2012 machines came in either black or Orange trim.

As a rule of thumb on my tachless V9 I just check the mirrors. If it's lugging they are blurred and when not they are pretty clear. Using the mirror check and feel I have found the best speeds to run in for the gear I am in.
