My memory from the times that I had to change or adjust bulbs is that the inner fairing only comes off up to a certain point if you leave on the windscreen mounts. Note that I have the GT model, not the one with the motorised windscreen.

We had a hailstorm here the other day, which caused a fracture in the inner fairing aka dashboard cover. Between that and the paint issue on my fuel tank I'm really not having a lot of luck selling the bike in optimum conditions...

I think you're correct w.r.t. the hot start problem. The extra elements are for the other starting issue, in which the ECU sees a battery voltage that's too low, and disables the starter.
