A welder won't do a lot of good in this situation, since the metal is brittle and seems to work-harden with heat cycles. You'll just keep chasing cracks. Mine broke right at the weld, and the heat shield on one of the headers was split as well. All happened at 17,600 miles, or 28,000 km.
I find they work well and maximize the space. Only "drawback" is whatever you pack will settle in the panniers, and you'll need to press things a bit to get them out of the narrower opening without overstressing either the handle or the opening. They also didn't come with much for instructions...
The third gear whine seems like a Guzzi standard feature to me. The Norges I have ridden had it, my 1400 Touring has it. I don't think it's a "problem" to solve really. My brother's R1100RT has the same gear noise, has for 72,000 miles. Just a feature of the gearbox design.

You could also have a spark plug or spark plug wire/cap going bad. I've had plug wires work fine at idle, then have issues at other throttle openings where the stresses are higher. With our bikes having dual plugs per cylinder it may help to mask the issue as well.

Apparently you can disarm it without the remotes using a code supplied with the alarm system. Did the previous owner supply the plate, or write the code down possibly in the owner's manual? The alarm is a Meta Systems Def Com 3.

They're out of production at this point. With only 2000 miles it isn't as likely that much tinkering has been done on it (such as errant fuel maps, bodged exhaust, etc.). With these bikes being air/oil cooled, you don't have to worry about corrosion in the blocks and such. A full fluid change...
I personally would not spend any time or energy stripping or re-coating the stock headers. Polishing them is fine, but anything else would be a waste of time and money. Mine ended up with a large crack in the outer decorative layer from thermal expansion and poor steel. It's the same brittle...

I don't think you're going to like the answer - they're LEDs, and not available separately. Unless someone knows where it can be repaired, the only solution from Moto Guzzi is to replace the entire headlight assembly.
