1999 EV not firing up

Hello Everyone,

Still in restoring the above EV and ran into a problem.
Installed new fuel filter and pump, new fuel lines and new spark plugs, battery etc.
The bike has still an electric shut off valve which I got working too.
When I connected the battery and turned if ignition on the fuel pump fired up and I could see go through a the inline extra (glass) fuel filter but then rhe pump stopped before the bike could fire up.
The pump only seems to fire up once when I pull the fuse or disconnect the battery.
Is there a module or relay which drives the fuel pump?
Any input appreciated!

The way that FI works is the key on the pump runs and shuts off after so many seconds then you start it and ECU turns pump back on once started. The fuel pressure regulator holds the pressure till it starts. If you changed everything but the regulator change it, it may be leaking pressure then it won't squirt injectors enough to start motor. The pump runs off a relay, ECU controls the relay. Same with injector relay, gets signal from ECU.
You need to get the EFI Manual cause it is specifically for the P7 & P8 ECU's There is one in downloads.

I wonder why it says Quota and not EV? Are they interchangeable?

Also on my 1997 1100i California (which I assumed has the same engine config) I have a big silver box right behind and above the battery which I can't find on the 1999 EV.
Unfortunately my '97 Cali has different module than the one below so I can't put it in to check. I did however exchanged all the relays and fuses from the '97 Cali over to the '99 EV but didn't make any difference...before I pay $400 on eBay for a module, is there a way to check whether it is the module is actually at fault?
If it is not the module what else could it be?

The 97 probably has the P8 ECU which is completely different. The 99 does use the 15M, but you have I think the incorrect ECU. I suggest you contact GTM. It may be possible for him to load the correct map to the one you have. Use the Contact tab in the Store to contact him. Probably less expensive then purchasing an ECU that may work, or not.

Short update, I measured the voltage on the fuel pump, plus side has 14, the negative side had 0 instead of -14. I kept reading about the grounding but don’t know where it’s connected. Also read about a diode (?) but no idea whether it applies to the EV and if so where it is…puhhh
 
There is a self diag on the bike w/a lite by the sidecover, it will flash a code but you have to plug it in before hand. It is supposed to tell you what is wrong EXCEPT if it's mechanical. It is covered in that manual. Manual is good for the 15M ECU you have, color of wires the same pretty much. It should not have a Quota ECU, most likely it went bad or owner didn't like the map. There was a newer Quota ECU that was to fix the map so that is what you may have. Quota had a different throttle body assembly but engine is same stuff.
I would still make sure your fuel pressure isn't leaking off. It keeps pressure till ecu see's engine running.
For the diag you should see an open plug coming out of ECU wiring. Should have a cap hanging to plug in to diag plug.
 
Texas 2023, you would only read -14v if you had the leads on your digital meter the wrong way round. Red goes into the positive socket and black into the negative socket. All voltages are respect to earth so clip the black to a good earth. I'm assuming your bike has a negative earth.

Thanks…Yes…my mistake…still wondering why the fuel pump (brand new) has power but doesn’t run…
Will follow some of the other suggestions.
To bad the ECU of my other bike has different connections so I can’t check…
 
Ok - back and looking for a few more hints. Got a new (used but tested) ECU but that didn’t do the trick. Turning the ignition key and pump doesn’t prime. The only thing I hear is a little click from the ECU.
 
Checked fuses, all ok.
How do I do that diag light?
There is a cap that you plug on to a pigtail by ECU, It jumps across 2 pins on pigtail. Light flashes codes, it's in the EFI manual
On my 98 light is by frame rail by ECU plug, above battery. Read EFI manual it tells much.
