Just a question since you are new here. These old girls had chrome cylinder bores. Most have peeled by now. If you haven't had the heads off to check and see if they have been replaced, don't start it. You might do major damage that will drastically increase the repair cost! Search chrome cylinders/bores here and I'm sure John or Steve will comment shortly.
 
What Vagrant wrote. ^^^ No need to pull the head to check if they're still chrome though - a simple test with a "pencil magnet" poked in through the spark plug hole will tell you all you need to know. Make sure the piston is down away from TDC, insert the magnet and touch the cylinder wall - no magnetic attraction = chrome, very slight = Nikasil, strong = iron liners.

First, look at the cylinder near the base and see if there's "GILARDONI" cast into it.
 
Hi, used an endoscope. no flaking. base of both heads say moto guzzi. with endoscope I could watch and feel pencil magnet attract to cylinder wall. not sure if it classifies as strong or slight. it was definitely less than when contacting the frame. I took attached photos a while back and was given go ahead by a guy that has been servicing these bikes since they were new.
I decided to double check with the forums advice. It seems they are at least, not chrome.

I can't tell by photos but if Nikasil you would think you'd see the crosshatch marks. Mine has iron liners .
 
I touched the frame at the same angle as I could with the cylinder wall. The magnet at that angle had about the same attraction. My guess is iron.
