How to reattach VIN ID plate?

I have a project Tonti frame from which a previous owner had removed the VIN plate.
I'll need to get this put back on so I can transfer the title and register it of course.
Anyone have a hint on where I can get those rivets and how to get this done?
Appreciate any wisdom!

If they are the type that affix to the steering head with rivets, I use small brass nails in place of the rivets. Then bend the shanks inside the steering head. You should be able to find the brass nails at a good hardware store. A picture of the plate if it isn't this type will help if it is not the type that goes on the steering head.
