Is the enricher on my V7 racer a on/off or adjustable?

As title, I figure the fuel enricher switch is very loose for the first appox 80% of the full position. then the last 20% of the switch is very tight, tight to the point that I worry of breaking the plastic level. Now get to my question, for the first "80%" of the switch, the engine didn't make any difference and I cant really fine adjust the last 20% since it is so tight then i can either fully turn it on or off (when fully on the engine idle at between 2 to 3k rpm) so is the enricher a on/off switch or adjustable like a regular choke?
 
OK, first off it isn't an enricher, it is just a high speed idle setting device for until the engine has warmed up. Cold start fueling is controlled by the ECU. Under the right throttle body (TB) you will see a cable with a set screw. You can remove some of the slack in the cable and the high speed lever will engage sooner. Do not get it too tight or the engine will not return to proper idle and setting up the TBs properly (synchronization and TPS reset) cannot be performed with good results.
 
The throttle stop (choke aka enricher) is plagued by two problems, but easily solved.
1 - The return spring is too strong, limiting the mechanism.
2 - From the factory, it's usually mis-adjusted.

The fix: Follow the cable from the lever down to the mechanism on the right throttle body. Undo the set screw to disconnect the cable, and cut a turn or two off the spring. Then reconnect, being sure that "at rest" the throttle goes back to zero, and that with the choke "on" you get good movement of the throttle.
