Is this a missing nut on my frame?

1. I did a search but came up empty. Maybe my phrasing doesn't jive with the search engine.
B. Picture isn't the clearest.....feel free to replace my old phone.
III. Found the same thing on a '17 v9 so maybe I'm just paranoid.

The other day while washing the bike ('23 v7 Stone SE) I noticed a short amount of thread sticking out from a low part of my frame, which didn't really concern me too much since it's only 1.5 threads at most. What sparked my concern was a paint mark below the threads. With seemingly every fastener having a tell tale marking on it (in yellow), one could see how maybe a nut is supposed to be here. Closer inspection shows no visible head on the other end of this assembly. Confusing, since I'm only beginning to dig around a Guzzi. Could be a vibration damper, I don't know. If someone knows what the threaded end belongs to, or if a nut was once there and should be there, I'd like to know.

Thanks for the replies. I'm glad its a normal thing. The paint mark tripped me up, thinking whatever fastener that is, had shifted inward. Not seeing a head or any part of the other end was a bit puzzling...but at least I couldn't see anything obviously falling out!

Bill, I need a dang magnifying glass to pick up the details in my owners manual. I haven't yet looked at the service manual .pdfs I've downloaded. (Shame on me!)
