Missing bolts under seat? 2023 V7 Special

Installing Sidici saddlebag straps under the seat and noticed one of the bolts missing holding the fender. I removed the one so I can buy another so you will see in the photo that both are missing. However, in doing so, I noticed two threaded holes in the frame with no bolts. I can’t tell what they would be holding but since both are missing I need some help identifying the thread size etc so I can find replacements.

There is parts books in download section here if you need one. Often they tell you what size & how long.

Hint:------------------------4 bolts, 2 are torx 6mm other 2 may be 8mm
