Starter makes whining noise but doesn’t ‘ connect.

Hi guys,
Need some help.
The battery on my 1997 Cali 1100i shortened as the not insulated battery holder bracket come lose (vibration?) and then shortened the plus pole!
Fortunately just in front of my garage so I quickly disconnected everything.
Replaced the battery and re-insulated one fat cable where the insulation was fried.
All the other cables looked ok.
Ignition light and everything works except for the starter. As it doesn’t have a fuse I suspected the solenoid was fried and got a new starter. The starter gets 12 V but only makes that whining sound.
What am I missing?
Do I need to replace the starter cable because it doesn’t bring the amps needed? (The cable looks kind of ok except some strands turned white - copper oxidized?).

If the battery and only the battery "shorted" I cant see that it would damage the starter motor. Check the connections at the battery, if they got that hot you may need to replace the damaged cables.
 
Use a battery jumper cable from the positive on the battery to the big terminal on the starter. If it works you know it's the suspect starter cable. If it doesn't it's the starter. Note as soon as you touch the cable to the starter it will get power. No need to use key or remove the original cable for this test. The bike won't actually start as there is no power to the ignition if you leave the key off.
