Throttle response dies at 5mph?

Just put new tires ion my 20 V85TT and when I hit 5mph, it drops to idle. Doesn’t stall, just won’t ride? I did change the siz from 110/80/19 to 100/90/19 and it fell off the center stand during the changes?
 
I don't have an answer but I'm curious, have you checked for anything rubbing with the size change? Also you mention that it got dropped during the change so I'm curious if something got dislodged or broken in the fall. Not sure what would cause the bike to start but only cap out at 5mph? Does it sound different when it's running?
 
If it won't go over 5 MPH, he won't be able to re calibrate it.
I have no experience with the tip over switch on these, but I think I would start by disconnecting the battery connections. It would be a good time to clean all the connections anyway.
