What is the cause of rear brake locking up ?

I'm getting to the point of going through the rear wheel of my 1975 850 T now that my front wheel is now done. I have had the rear wheel lockup on me on occasion in the past and have seen it posted here that others have too. I wonder is it because the rear brake being a double leading shoe design, brake lining material, or the adjustment of the shoes themselves. Would arcing the brake lining help? Just curious as to what other members on this site think.

It's fine till a bit too much. I fixed my T in 77 with a note in the tips book from the Club. I ground the radius of the actuator on the shoes. Made a big difference, more even braking, not all of a sudden too much.
It was in the 1st Tips book.
 
Common trait of the 850T. I learned how to recover a rear wheel lock with the one I had. Some folks put a bend in the actuating rod to lessen the effect. I never tried that but it is up to you. II eventually got to where I didn't use the rear much and concentrated of front wheel braking. Just used the rear to hold on a hill, and when stopped in traffic.
 
Thanks for the info. Just going through ideas in my head. Wonder if it's possible of just having one cam spread the shoes apart like a single leading shoe set up. The idea of reshaping radius of the actuator on the shoes sounds like a good idea to me.
