Wondering if the water-cooled engines on average run cooler than the air-cooled ones . . .

John is right--water cooling with thermostats for coolant flow and radiator fan will keep engine temperature more consistent. That being said, I have only had one water-cooled motorcycle while living in Phoenix since 1982 and its oil temperature ran higher than my air and air/oil cooled motorcycles as long as the bikes were moving. The engine and oil temperatures of the air and air/oil cooled bikes really climb when idling in stop/go traffic on a hot day so the water cooled engine ran cooler under those conditions because the radiator fan dissipated the heat by blowing really hot air on my right knee.
 
Old water cooled carbed bikes came up to temp at idle quicker from a cold start. That's what I thought anyway. Nowadays with modern production methods and EFI, that difference isn't observable.

It's not that long ago people would start their car in winter with the choke on. and pop indoors for a cup of tea, to let the engine 'warm up'.

This topic can be researched endlessly using Google, so let’s not waste too much time here on it. In speaking with many motorcycle engineers over the years as a journalist for CW Mag, (in addition to what John said above) liquid cooling is used to combat heat for extremely lean running/emissions. Without it, most high-output moto engines would meltdown in every literal sense of the word. Newer insanely lean air-cooled engines, thanks to modern metallurgy, can withstand extreme temps with little drama outside of massive heat to the rider.
In my involvement early on with Polaris Indian, their A-C 111 Powerstroke normal running temperature is 350F/176C.
