Head light woes

I was very interested in this thread because my headlight low beam is pathetic. It seems like I can outride it at 25mph. As for the switch near the brake lever, when I switch it up I have a low beam headlight, but no dash lights, and no high beam available. Is this the way it is supposed to work?
 
Doesn't sound right. The switch function is undocumented, because US (and other) laws state that the headlight must be illuminated when the motor is running.

This switch allows the headlight or an increase in the LED running lights brightness. During daytime, being seen rather than lighting the pathway is more desirable, but of course at night the headlight is required. It's a good feature, IMHO.
