This should probably be in teh small block section, so if one of you moderators can move it.
Anyway, you can't do a true"static" timing with a hall effect sensor. I use a timing light and rotate the engine by hand so it truely isn't static, just very slow rotation. See where your timing mark is in relation to the strobe firing, rotate the plate/sensor as required to strobe on the initial advance mark.
For initial install, set the cylinder to the initial advance with both valves closed (firing position) and set the plate and sensor to the approximate firing position, then follow procedure above.
