For a lighter rider the forks may be set up too stiff so that they are topping out. Also if the rear isn't set right upsets at the rear can kick the front into doing bad things. The trick is to set the preload sag up for every rider. This is particularly important for very light or very heavy riders. Tuning the preloads is by far the best first step to any handling woes. From there comes adjustments to the damping as needed to tune the damping to the amount of preload so that it is set up to properly control the force in the springs and the overall load of the sprung weight of the bike and rider.
