Honestly, I would put this on the dealer. If they can't fix it, they can replace it.
What do they, and Piaggio, plan to do next? I would swap out the ECU with a known good one. If it still does it, that removes the rev limiter as the culprit. There may be a mechanical issue, like what the OP ran into.
