Based on the scaling visible around each of the flacking spots it certainly looks like poor prep work prior to the painting step. Perhaps grease, oil, mosture, or ?? there are signs that something porevented the paint from getting a secure adhesion to the engine cases. Vibration as well as normal expansion./contraction due to heat cycling was certain to cause the undelying garbage to to come loose and take the paint with it.
I guess one could do some preventative sanding of those areas and over spray with a heat resistant paint and hope for a near match.
